Position: Area Programme Manager (APM)

Local Initiatives for Biodiversity, Research and Development (LI-BIRD) is a non-profit making, nongovernmental organization (NGO) established in October 1995 with its head office in Pokhara. LI-BIRD is committed to capitalizing on local initiatives for sustainable management of renewable natural resources and improving livelihoods of rural people who are dependent of natural resources.
Alliance for Social Mobilization (Alliance Nepal) is a consulting firm established in 1997 with expertise in participatory development process, including forestry and renewable natural resources management, micro-enterprise development and creation of self-employment.
LI-BIRD in partnership with Alliance Nepal is currently implementing the Multi Stakeholder Forestry Programme (MSFP) in three districts (i.e. Baglung, Parbat and Myagdi) of Dhaulagiri cluster. MSFP is a programme of the Government of Nepal, jointly funded by the Government of Finland, Swiss Agency for Development and Cooperation (SDC), and UK Department for International Development (DFID). The MSFP programme aims to increase the overall contribution of forestry sector to improve the livelihoods of the poor, disadvantaged and marginalized people through broad-based, inclusive and climate adaptive/resilient development.

Job Summary
The Area Programme Manager (APM) is responsible for ensuring that MSFP project in Dhaulagiri cluster contributes to the overall MSFP programme goal, objectives and outcomes. The APM is expected to provide strategic leadership and guidance to MSFP project in the areas of programme planning/development, implementation, monitoring, evaluation and reporting and ensure that MSFP project in Dhaulagiri cluster make a significant contribution to reducing poverty notably – improving household livelihood security, generating household income and employment opportunities, and building community resilience to climate change, especially among the disadvantaged groups. The APM manages a team of professionals and ensures that systems and procedures are in place and being properly implemented that ensure the proper management and stewardship of the project’s resources – human, financial and materials. The APM is responsible for promoting ‘Gender Equity and Social Inclusion (GESI)’, both in programme and workforce, and ensuring an organizational culture where LI-BIRD’s ‘Core Values’ are practiced, team work is encouraged and all staff and partners feel valued. The APM is responsible for establishing and maintaining congenial working relationships with the government officials, donors, media, local NGO partners and other key stakeholders, especially at the local, district and regional levels. The APM is a key member of LI-BIRD’s Senior Management Team and is required to work closely with various units across LI-BIRD mission.
Required Qualification/Education
Minimum Bachelors Degree in forestry or natural resource management. Masters Degree preferred. PhD Degree would be an added advantage.
Required Experience
Minimum 5 years experience in senior management position.
Required Skills And Competencies
The skills, abilities, experiences and knowledge outlined below provide a summary of what is required to carry out this job effectively. They also form the selection criteria on which the decision on who to appoint will be made: Strong conceptual, inter-personal, communication, negotiation, facilitation and representation skills; Demonstrated experience in programme planning, implementation, monitoring, evaluation and reporting; Demonstrated skills in team building; Ability to coach and mentor staff and partners; Experience in conducting and managing effective staff performance appraisal; Knowledge and experience in financial management as demonstrated by: (i) ability to manage complex budget; (ii) follow-up on internal and external audit recommendations; and (iii) donor compliance and reporting; and experience in establishing and maintaining collaborative relationships with donors, government counterparts, private sectors and national and international civil society organizations. Additional competencies include: ability to inspire staff and partners; courage to lead the team through vision and values; communicating with impact; delegating responsibility; facilitating change; managing performance for success; stress management; and ability to prioritize and make judicious trade-offs. The APM will need to be able to analyze and react to situations as they arise on a variety of subjects ranging from staff management to programming decisions, to issues related to partner, government and donor relations. Situations are variable and the APM must have capacity and willingness to listen, learn and apply lessons learned with strong analytical skills by understanding the context. The APM will face and address problems that are typically nonrecurring.
